The Role:
The General Manager – Talent Sourcing & Placements shall be responsible to create the strategy & ensure execution of the sourcing actions at a national level. The key responsibilities will include:
a. Ensure JustJob as the enabling platform for Volume / Mass Talent sourcing & placements. JustJob, the captive job portal remains the facilitation platform for all actions.
b. Institutionalized approach to Volume / Mass talent sourcing for our clients, primarily Blue & Grey collar roles across the country. Build & extract outcomes from formal collaboration with
the state governments, Institutions, skill partners and all other avenues to mobilize the right candidates.
c. Placement of Vision India Skill certified trainees at our clients & other industries across the local regions. Create avenues with clients for organic placement opportunities thru an institutionalized approach. The fast expanding footprint, currently, includes 38 skill centers across the country under the government programs & corporate sponsorship.
The capability to create & leverage active partnerships within the sourcing eco-system, undiluted focus on ensuring JustJob as the route to success and the only truth besides ensuring a seamless employment gateway for the skill certified candidates of Vision India.
The incumbent should be adept at identifying the talent sources across the country to ensure an exceptionally broad candidate pipeline. The incumbent shall create a roadmap & ensure delivery to the target catchments by building strong working relationships with Institutional & Individual entities, on a meaningful basis.
The incumbent must bring along strong credentials of having a stable career trail, long term relationship management with stakeholders on a similar role. Strong collaboration skill with external & internal stakeholders including cross functional teams would be essential for success in this role.
Key Responsibilities:
1. Sourcing Strategy: Develop and implement an institutionalized approach to talent sourcing for both skill development programs and staffing services across multiple states/regions including placement of Vision India Skill trainees in a structured manner.
2. Collaboration & Workgroup administration: Execute an aggressive outreach action plan to build active partnerships with state governments, departments of education, institutions, local agencies and ensure a well lubed eco-system to deliver a disproportionately higher talent pipeline at all times. Work closely with State Sourcing Managers to align local sourcing efforts with overall organizational goals, ensuring consistent processes and standards across all locations.
3. JustJob as the delivery platform: Ensure the technology capabilities of JustJob are leveraged to drive high-volume candidate sourcing and mobilization initiatives to meet enrollment targets for skill development courses and placement targets for staffing needs.
4. Process Improvement: Establish and refine standard operating procedures for candidate outreach, screening, and engagement (for example, community outreach and online sourcing) to improve efficiency and candidate experience.
5. Partnerships & Outreach: Build partnerships with training institutions, colleges, community organizations, job portals, and other channels to expand the candidate pipeline for both skilling programs and vacancies for the staffing business.
6. Data & Reporting: Monitor key sourcing metrics and KPIs, and prepare regular reports on sourcing performance. Use data insights to adjust strategies and support continuous improvement in sourcing effectiveness.
7. Team Leadership: Mentor and guide State Sourcing Managers and their teams, providing training, sharing best practices, and fostering a collaborative approach to achieve targets.
8. Stakeholder Collaboration: Collaborate with cross-functional teams (e.g. Skill, Staffing, Business HR, training program managers, placement/recruitment teams, and operations) to forecast talent needs and ensure a smooth handoff from sourcing to training enrollment or hiring.
Performance Metrics (KPIs)
1. JustJob transactions: % sourcing, placement & trainee mobilization thru JustJob. Active Database management thru the ATS integrated with JustJob.
2. Active Partnerships & Efficiency: Number of collaboration partners and their contribution for the candidates sourced or mobilized per month/quarter for skill development programs and job openings (against defined targets).
3. Conversion Rate: Ratio of candidates sourced to those successfully enrolled in training or placed in jobs (measuring the quality and effectiveness of sourcing efforts).
4. Placement rate: Placements done for skill trainees. Mobilization of resources for batch creation of skill programs.
5. Cost per hire & Time-to-Fill/Enroll: Average Cost per hire & time taken to fill a job vacancy or to enroll a candidate or placement of passed out training from the start of sourcing.
6. Fulfillment Rate: Percentage of staffing requirements filled and training program seats occupied through sourcing efforts within designated timeframes.
7. Retention/Success Rate: Retention rate of placed candidates (e.g. 90-day retention in the job) and the completion rate of training by candidates who were sourced for skill programs.
8. Regional Performance: Consistent achievement of sourcing targets across all states/regions (e.g. number of regions meeting or exceeding their sourcing goals).
The Ideal Experience:
The ideal incumbent must have managed the sourcing role at the national level, preferably for astaffing & employment venture, must have a clear understanding of the on ground complexities across geographies. The ideal incumbent must have demonstrated record of managing remote teams, aligning their actions thru a scorecard and ensure the success of the business thru the sourcing lever.
Having complete control of all the revenue & expense lines, a keen understanding of the financials and with strong collaboration skills in a matrix organization would be ideal. The incumbent must have had a strong track record of delivering success stories in the career to demonstrate the right to win.
Education: A Master’s degree in Business Management is preferable, to build up on the competence required, as above.
