Job Title: HR Compliance Specialist – Railway Vertical

Company Overview:
The HR Compliance Specialist – Railway Vertical will play a key role in driving
end-to-end HR compliance across our railway staffing operations. Reporting directly
to the HR Director.
Position Overview:
The HR Compliance Specialist – Railway Vertical is responsible for ensuring that all
workforce-related processes, documentation, certifications, and labour practices
comply with relevant railway, legal, and client-specific standards. Reporting directly
to the HR Director, this role will serve as the central point of contact for statutory
compliance, safety certifications, background verification, contractual
documentation, and audit preparedness across all railway-related recruitment
activities.
Key Responsibilities:
Regulatory & Legal Compliance
▪ Ensure adherence to labor laws, railway safety acts, and statutory mandates
specific to railway employees and contract staff (e.g., Factories Act, CLRA,
RDSO/IRSE compliance, health & safety laws).
▪ Monitor changes in railway recruitment-related compliance requirements across
domestic and international regions (as applicable).
▪ Maintain up-to-date records of licenses, insurances, labor registrations, and
contract employment obligations.
Candidate Documentation & Verification
▪ Oversee collection, verification, and maintenance of mandatory documents
including:
▪ Identity and address proofs
▪ Medical fitness certificates
▪ Background verification reports
▪ Education and professional qualifications
▪ Railway-specific certifications (PTS, IRSE license, RDSO approvals, etc.)
▪ Validate expiry dates and renewal timelines for time-bound certifications or
permits.
Internal Audits & External Inspections
▪ Conduct regular internal audits to verify documentation accuracy and policy
adherence.
▪ Prepare and present documentation for client audits, railway authority
inspections, and ISO audits (if applicable).
▪ Lead coordination for compliance during external assessments and respond to
findings and corrective actions.
Client & Project Compliance Liaison
▪ Interface with client compliance or HR teams to align company processes with
project-specific workforce regulations and onboarding protocols.
▪ Support workforce mobilization by ensuring readiness and compliance for all
deployed candidates.
Policy Development & Risk Management
▪ Collaborate with the HR Director to develop or update compliance policies, code
of conduct, anti-bribery, harassment prevention, and grievance redressal
frameworks.
▪ Identify compliance risks or discrepancies and recommend preventive or
corrective actions.
▪ Maintain confidentiality and integrity of employee and client information at all
times.
Compliance Reporting & MIS
▪ Generate and submit regular reports to the HR Director and client stakeholders
regarding:
▪ Compliance completion status
▪ Document expiry trackers
▪ Pending verifications or escalations
▪ Risk logs or breach alerts
Required Qualifications:
▪ Bachelor's degree in Human Resources, Business Law, Industrial Relations, or a
related field.
▪ A Master’s degree or diploma in Labor Laws, Industrial Relations, or HR
Compliance is preferred.
▪ 4–7 years of experience in HR compliance roles, with at least 2 years in
infrastructure or railway industry recruitment.
▪ Strong understanding of railway labor regulations, PTS/RDSO/IRSE/ISO
compliance, and worker welfare mandates.
Key Competencies:
▪ In-depth knowledge of statutory labour compliance and railway workforce
standards.
▪ Excellent attention to detail with strong document control and audit preparation
skills.
▪ Proficiency in MS Excel, documentation management tools, and compliance
trackers.
▪ Strong interpersonal, communication, and stakeholder management abilities.
▪ Ability to handle confidential information with discretion and professionalism.
Preferred Skills/Certifications:
▪ Certified Compliance Officer (CCO) or relevant HR/legal certifications
▪ Knowledge of Indian Railways, Network Rail, RTA, or other national rail systems
▪ Familiarity with compliance platforms (e.g., SAP HR, etc.)
