Manager - HR & Administration
Experience Level: Mid -level (8 to 12 years)
CTC: 9 to 12 LPA
Role Purpose
To lead end-to-end HR and administrative operations for the plant — covering manpower planning, recruitment, statutory compliance, industrial relations, employee welfare, administration and facility management — ensuring a compliant, productive, and safe working environment for shop-floor and office staff alike.
Key Responsibilities
Manpower Planning & Recruitment
· Plan manpower requirements in coordination with Production, PPC, and Quality departments based on order book and shop-floor workload.
· Manage end-to-end recruitment for staff, supervisors, and skilled/semi-skilled workmen (welders, fitters, fabricators, machine operators, blaster/painter and helpers).
· Coordinate with contractors/labour agencies for contract workforce and ensure adequate manpower availability for each work order.
· Maintain manpower budgeting and headcount tracking (on-roll vs. contract).
· Coordinate induction training for new joinees (especially shop-floor safety induction).
Statutory & Labour Law Compliance
· Ensure compliance with the Factories Act, Contract Labour (Regulation & Abolition) Act, PF, ESI, Bonus Act, Gratuity Act, Minimum Wages Act, and other applicable labour legislations.
· Liaise with government authorities (Labour Office, PF/ESI departments, Factory Inspector) for inspections, renewals, and statutory filings.
· Maintain statutory registers, licenses (Factory License, Contract Labour License), and ensure timely renewals.
· Handle audits (internal, customer, and third-party) related to HR/labour compliance.
Industrial Relations & Employee Relations
· Manage day-to-day industrial relations with workmen and contract labour; handle grievances and disciplinary matters.
· Liaise with worker representatives/unions (if applicable) and maintain harmonious labour relations.
· Conduct disciplinary enquiries and ensure adherence to standing orders/company policies.
· Support conflict resolution between shop floor supervisors and workmen.
Payroll & Compensation
· Oversee attendance, leave management, and payroll processing for on-roll employees and coordination of contract labour wage payments.
· Ensure hours/man-days booked against work orders are captured accurately for costing (coordination with Production/PPC).
· Administer compensation structure, increments, and statutory benefits (PF, ESI, bonus, gratuity).
Employee Welfare & Engagement
· Implement welfare measures — canteen, transport, uniforms, safety gear, first aid, rest rooms — as per Factories Act requirements.
· Drive employee engagement initiatives, festival celebrations, and grievance redressal mechanisms.
· Support implementation of 5S and EHS culture in coordination with Production and Safety teams.
Administration & Facility Management
· Oversee general administration — housekeeping, security, transport, guest house, canteen, and vendor management for admin services.
· Manage office and plant infrastructure upkeep, AMC contracts, and vendor negotiations for admin services.
· Ensure smooth functioning of front office, travel/logistics arrangements, and visitor management.
· Manage company assets, ID cards, access control, and safety equipment issuance.
HR Systems, MIS & Documentation
· Maintain HR MIS — headcount, attrition, absenteeism, manpower cost reports — and report to management periodically.
· Maintain personnel files, employment records, and ensure documentation is audit-ready.
· Drive digitization of HR processes (attendance, leave, payroll systems) where applicable.
Key Skills & Competencies
· Strong knowledge of labour laws applicable to factories/manufacturing (Factories Act, CLRA, PF/ESI, etc.)
· Experience managing blue-collar workforce and contract labour in a fabrication/heavy engineering/manufacturing environment
· Strong industrial relations and grievance-handling skills
· Payroll and compliance software proficiency (SAP HR / any HRMS)
· Good communication skills — able to interface with workmen, supervisors, contractors, and government officials
· Process orientation with attention to statutory documentation and audits
Qualifications & Experience
· Education: MBA/PGDM in HR or equivalent; Bachelor's degree in any discipline (Diploma/BE acceptable with relevant HR certification)
· Experience: 8–12 years in HR & Administration, with at least 4+ years in a manufacturing/fabrication/heavy engineering plant environment
· Preferred: Prior experience handling contract labour compliance in a factory setup; exposure to welding/fabrication/structural steel industry preferred
